The Digital Services Act is written about as though it binds every website. It binds intermediaries, and most Irish shops are not one.
The most common question here is asked in the wrong shape. A business reads that the Digital Services Act applies to online platforms, sees that it sells online, and assumes it is in scope. The Act is about services that carry other people's content or other people's goods. A shop that sells its own stock is not an intermediary service and the greater part of the Regulation never reaches it.
That leaves a smaller and more useful question: which of the online selling rules do reach an Irish shop, and who enforces them. The answer involves three separate Irish bodies with three separate remits, which is the part most guidance skips.
